The requirements of the EU-U.S Privacy Shield Framework were announced on the 12th July, and the U.S. Department of Commerce began accepting EU-U.S. Privacy Shield self-certifcations on 1st August 2016.

The requirements of the substantially similar, but separate Swiss-U.S. Privacy Shield Framework were announced on January 12, 2017 and the U.S. Department of Commerce began accepting Swiss-U.S. Privacy Shield self-certifications on April 12, 2017.
The full text of the EU-U.S. Privacy Shield Framework and the Swiss-U.S. Privacy Shield Framework, which have been approved respectively as valid legal mechanisms to comply with EU and Swiss requirements when transferring personal data from the EU and Switzerland to the United States, is available on the U.S. Department of Commerce’s Privacy Shield website.
